VCA explained
VCA turns up on a lot of quotes from construction firms. It is a safety management certification, and it answers one precise question — not the question of how good the work is.

What VCA certifies
VCA is the Dutch abbreviation of "Veiligheid, Gezondheid en Milieu Checklist Aannemers"; in French it is the LSC — Liste de contrôle Sécurité, Santé et Environnement Entreprises Contractantes.
An independent audit checks that the company has a safety management system that works: risk assessment, training of workers, inspection of equipment, and the recording and follow-up of incidents.
The certificate covers the organisation, not a site. It says the company knows how to organise safety for its teams; it says nothing about the quality of a roof or a screed.
The three levels
VCA* covers direct control of safety at the workplace. It is the level for companies that work without subcontractors.
VCA** adds the management structure: safety policy, statistical monitoring, involvement of senior management. It is aimed at main contractors and at companies that use subcontracting.
VCA Petrochemicals adds the requirements specific to petrochemical sites, where access is in practice conditional on that level.
Voluntary, but often required
No Belgian law imposes VCA. It is the clients — industry, chemicals, energy, large sites — who require it contractually before letting a company onto their site.
A consequence worth knowing: on a residential job, its absence is normal and says nothing adverse. A three-person firm fitting window frames for private customers has no structural reason to apply for it.
Its presence, for its part, attests to an external audit passed on a given date, with an expiry date. An expired certificate is not a certificate.
How to check it
VCA certificates are issued by accredited certification bodies and recorded in the central Belgian register kept by BeSaCC-VCA, which can be consulted online.
Three things are worth checking: the name of the certified entity — often one specific subsidiary rather than the group —, the level, and the validity date.
A VCA logo on a website is not proof. The register is.
Questions people ask
- Is VCA compulsory in Belgium?
- No. It is voluntary, but many industrial clients make it contractually compulsory for access to their sites.
- Does VCA guarantee the quality of the work?
- No. It certifies a safety, health and environment management system, audited at the level of the company.
- Do VCA and LSC mean the same thing?
- Yes. LSC is the French name for the same standard; both abbreviations circulate in Belgium, sometimes within one and the same document.
